Justin Matkov is an engineer and program manager with 13 years of experience in complex systems engineering and modernization of naval platforms. He holds a B.S. in Mechanical Engineering and an M.Eng. in Engineering Management from Penn State, and DAWIA Level II certification in Engineering & Technical Management. He is the inventor of the Adaptive Fragility Index.
